What shields do NOT have clipping issues with dragon gauntlets?

Depends on the profession/gender of your character, since both the design of those gauntlets and the way shields are wielded slightly vary.

My guess: no one.

There could be a couple of skins where clipping is less/not noticeable - such as Deldrimor Shield -but I believe Dragon Gauntlets clip through pretty much anything.

Well, if you're playing as a mesmer they're so shrunk that they have almost 0 clippage with most shields.

Rest of the professions are pretty screwed, though.

I think the answer to every dragon gauntlets question is the same and it comes in three parts:

1) They're too ugly to buy.
2) It's inconsiderate of other players for you to actually wear them.
3) You're a bad person for even wanting them.
